Rettig Group to divest Bore to Dutch shipping company Spliethoff

Finnish Rettig Group Ltd. is divesting its RoRo shipping company Bore Ltd. to the Dutch shipping company Spliethoff’s Bevrachtingskantoor B.V..
All activities of the Bore business will transfer to Spliethoff, including all of Bore’s employees, Bore’s entire fleet of nine RoRo vessels and the strong Bore brand. The 24.8 per cent holding in Försäkringsaktiebolaget Alandia is not included in the transaction and remains within Rettig Group.

The all-cash deal is expected to close on 30 June 2016 and does not require any approval by competition authorities.
After the successful restructuring programme in 2014-2015 Bore focuses on the Roll-on/Roll-off (RoRo) segment. The nine RoRo vessels are chartered to line operators that transport cargo in the North Sea, the Baltic Sea, the Mediterranean and the Caribbean.
The Spliethoff group operates a fleet of over 100 vessels worldwide. Finnish RoRo line operator Transfennica is part of the Spliethoff Group since 2002.

”This is an interesting next step in the development of Bore. Bore will become part of a bigger shipping company that also has long traditions in shipping. In addition, the divestment gives Rettig Group improved flexibility to develop existing businesses within the Group or to diversify into entirely new businesses where Rettig Group can add value as a long-term owner”, said Tomas von Rettig, President and CEO of Rettig Group.

”The approach by Spliethoff is an acknowledgement of our recent achievements. We have shown to all stakeholders the strength of the Bore brand manifested through our fleet of nine RoRo vessels with competent and motivated crew, both onboard and ashore. Becoming part of the pure shipping company Spliethoff, Bore will be able to develop the fleet and business to meet future challenges within the tough shipping market”, said Håkan Modig, CEO of Bore.

”Over the last years, the RoRo segment has become an important part of the Spliethoff Group activities via group member Transfennica, which offers fast scheduled liner services between the Continent and Finland with short transit times. With Bore joining our group we can further strengthen our position in this part of the market and develop new opportunities”, said Michael van den Heuvel, CCO of the Spliethoff Group.

”With Bore we aquired a company that is complementary to our existing business. We welcome the Bore employees in the Spliethoff Group and are confident the Bore business will prosper within our Group. As Spliethoff we are always looking for possibilities to grow in our existing markets and Bore was clearly one of these possibilities”, said Michel Fransen, CFO of the Spliethoff Group.

CSSC Shipping fixes $245m financing for six bulkers

CSSC (HK) Shipping Co Ltd (CSSCL) has clinched a $245m ten-year club senior secured loan for the construction of six newcastlemax bulk carriers.
The loan for CSSCL, the ship-owning and leasing arm of China State Shipbuilding Corp (CSSC), was advised by law firm Watson Farley & Williams (WFW) and led by Standard Chartered Bank and Bank of America, joined by Societe Generale.

The six bulk carriers were ordered in 2014, with two already delivered and the remaining four currently under construction.
WFW partner Christoforos Bisbikos commented: “We are delighted to have advised CSSC on this successful transaction involving a first time international syndication of a Chinese state entity.
“The deal shows that business continues and successful and mutually beneficial transactions are there to be done if parties are clear in their strategy and find the right funding. It also further reinforces WFW’s position as a market leader in the maritime sector in China and the wider Asia Pacific region,” Bisbikos said.

Sembcorp Marine launches arbitration against Sete Brasil

Sembcorp Marine, a Singapore-based drilling rig builder, has launched an arbitration proceedings against Brazilian drilling contractor Sete Brazil.
The news comes following reports that Sete Brasil was getting ready to file for bankruptcy protection. Sete Brasil was formed in 2011 to own and operate drilling rigs to be used by Petrobras for drilling offshore Brazil.

The company was subsequently linked to the largest corruption scandal in Brazil, the Lava Jato, which blocked it from obtaining the previously approved bank loans that were meant to be used for rig payments.

In addition, Petrobras has been postponing its decision to sign a long term contract for Sete’s rigs. All this has lead to Sete failing to pay instalments for more than $10 billion dollars worth of drilling rigs it had ordered from Sembcorp and its compatriot Keppel.
In a statement on Friday, April 22, Sembcorp, which has a contract to build seven rigs for Sete, said: “The Group was informed by Sete Brasil that its shareholders had on April 20, 2016 approved a resolution for Sete Brasil to file for a judicial recovery.”
Sembcorp then said it started arbitration proceedings against various subsidiaries of Sete Brasil to preserve the Group’s interests under the Sete contracts.

“Sembcorp Marine continues to closely monitor the situation and evaluate the implications. The Group has in the last financial year made provisions of S$329 million for the Sete Contracts. We believe that the provisions are sufficient under the present circumstances,” Sembcorp said on Friday.
Earlier last week, Keppel, Singapore’s largest rig builder, said it had stopped construction on Sete Brasil’s rigs since end-2015 and “we will not resume construction until payment recommences.”
Keppel is building six semi-submersible drilling units for the troubled Brazilian company.

Greek Ferry Panagia Tinou sinking at Piraeus Port

The Panagia Tinou ferryboat, which has sailed hundreds of thousands of passengers from the Greek capital to the country’s islands, is taking on water and sinking at Piraeus Port, authorities said on Tuesday (Apr 26).

The ship, which was put into service in 1972 and confiscated by the state a few years ago due to outstanding debts by operator Ventouris Sea Lines, starting taking on water early on Tuesday and is listing precariously as efforts continue to pump out excess water.
The Panagia Tinou ferry was responsible for the route from Piraeus to the popular holiday islands of Syros, its namesake Tinos and Mykonos for most of its lifetime.

Hyundai Heavy Industries Returns to Profits in 1Q 2016

Hyundai Heavy Industries (HHI) issued a public disclosure of its 1Q 2016 consolidated earnings today.
According to a regulatory filing, HHI racked up 10.2728 trillion Korean won (hereafter the “won”) in sales, a 7.8 % decline from the previous quarter while operating income swung to a profit of 325.2 billion won, putting an end to a nine-quarter losing streak.

An HHI officer said, “For 1Q 2016, we have returned to the black mainly due to the following reasons; the phase-out of low-price shipbuilding contracts, stabilization of manufacturing processes for offshore and industrial plant business, reduced material costs, the weakening won and noticeable performance improvement of non-shipbuilding businesses including Engine & Machinery, Electro Electric Systems and Construction Equipment.”

The officer added, “We see the 1Q 2016 consolidated earnings have not deviated much from the annual performance goal we set up early this year. Strong performances of Hyundai Oilbank, our refining subsidiary,also played a role in turning a profit.”

HHI also attributes the turnaround to a series of drastic and comprehensive restructuring measures launched in 2014 by the incumbent top management in an effort to tide over the protracted crisis.

Firstly, HHI launched HHI Group Ship/Offshore Marketing Division by combining sales departments of its shipbuilding and offshore division for increased synergies. HHI also instituted profit-focused restructuring by liquidating unprofitable businesses and overseas incorporated firms, such as Hyundai Cummins Engine Company and JaKe. In an effort to put more emphasis on its core businesses, HHI spun off the industrial machinery unit of its Engine & Machinery Division, and disaffiliated its trading arm, Hyundai Corp., from the HHI group.

An HHI officer said, “From now on, we will assess each division’s performance by its level of competitiveness in the respective business fields. Although we have turned a profit in the first quarter of this year, we will concentrate more on cutting costs in case of a falling order backlog. Moreover, under the leadership of each division heads, we will continue to exert our utmost efforts to recover the competitive edge by realigning businesses and organizational structure.”

FESCO Launches Intermodal Transportation of Transit Cargo Along Primorye-1 Corridor via Vladivostok

FESCO Transportation Group says it successfully delivered cargo to Korea and China’s southern ports along the Primorye-1 transport corridor via the port of Vladivostok. The cargo had been dispatched from the northern provinces of the PRC. The intermodal freight transportation was based on the Group’s assets and services.
The cargo in FESCO containers sent by rail from Heilongjiang province via the Grodekovo station was then handled in the commercial port of Vladivostok before being sent via FESCO sea lines to destinations in China and Korea. This was the first transit freight shipment through the international Primorye-1 corridor via Vladivostok. FESCO signed a memorandum with one of the Chinese partners on the development of intermodal transportation along this route, during the presentation of this new service in Pusan.

The service via Vladivostok is geared at Chinese transit cargo and also at imports from the northern provinces of China to both Korea and Japan. The next shipment is scheduled to be at the end of April. In the future, FESCO plans to set up a block train from Heilongjiang province to Vladivostok, via the Grodekovo station.
The service opens up the transit potential of the Russian Far East and will also reduce the time en route by the logistics network optimization. The transit time from Suifenhe to Pusan will be cut to 6 days instead of 10–12 along the current route. Competitive tariffs have also been made possible by the fact that the intermodal chain will be exclusively based on FESCO assets.

FESCO is one of the leading privately-owned transportation and logistics companies in Russia with operations in ports, rail, integrated logistics and shipping business. General Dynamics NASSCO Christens Second ECO Class Product Carrier for American Petroleum Tankers

On Saturday, April 23, General Dynamics NASSCO hosted a christening ceremony for the second ECO Class tanker for American Petroleum Tankers (APT) under construction at the company's shipyard in San Diego. U.S. Representative Scott Peters spoke at the ceremony, and the ship’s sponsor, Mrs. Trang Cormack, christened the ship with the traditional break of a champagne bottle alongside the ship.

The ECO Class tanker, the Magnolia State, is the second of a five-tanker contract between NASSCO and APT, which calls for the design and construction of five 50,000 deadweight ton, LNG-conversion-ready product carriers with a 330,000 barrel cargo capacity.
The 610-foot-long tankers are equipped with a new “ECO” design which will provide a very significant improvement in fuel efficiency. Upon delivery, the Magnolia State will join the ranks as one of the most fuel-efficient and environmentally friendly tankers in the world.

“The revolutionary ECO Class provides our customers with an alternative option for transporting product that is cost-effective and friendly to the environment,” said Fred Harris, president of General Dynamics NASSCO. “Like the Magnolia State, each ship designed and constructed at NASSCO is built with pride and ownership. Our shipbuilders know they’re not just building a product tanker – they’re building a vessel that helps fuel our economy.”

“We look forward to taking delivery of our second ECO Class tanker from NASSCO. This is another example of American Petroleum Tanker’s commitment to building our fleet and servicing our customers. And we thank NASSCO for their continued support which paved the way for this important milestone to be achieved,” said Robert Kurz, vice president of Kinder Morgan Terminals and president of American Petroleum Tankers, a Kinder Morgan, Inc. subsidiary.
In December 2014, Representative Peters signaled the start of construction of the Magnolia State. In June 2015, California State Assemblywoman and former Speaker Toni Atkins, laid the keel.
“San Diego’s shipbuilding industry currently supports as many as 14,000 local jobs,” said U.S. Representative Scott Peters. “Part of this is due to the Navy’s rebalance to the Pacific, but it’s also due to significant private contracts such as this one. The Magnolia State created good jobs for San Diegans and will provide a safe, more efficient, and cleaner way transport fuel across the ocean. It was an honor to be present at the start of is construction, and it’s an honor to see her off.”

The construction and operation of the new ECO Class tankers are aligned with the Jones Act, requiring that ships carrying cargo between U.S. ports be built in U.S. shipyards, further protecting hundreds of thousands of American jobs and almost $100 billion in annual economic impact as a result of the domestic American maritime industry.
The Magnolia State, along with others in the ECO Class, are the first in the Jones Act fleet to obtain a PMA+ Notation, representing compliance with one of the highest standards of human factors in engineering design. The PMA+ notation is created to facilitate safe access to vessel structure and spaces in ways that are rooted in the fundamentals of human ergonomics.

The ships were designed by DSEC, a subsidiary of Daewoo Shipbuilding & Marine Engineering (DSME) of Busan, South Korea. The design incorporates improved fuel efficiency concepts through several features, including a G-series MAN ME slow-speed main engine and an optimized hull form. The tankers will also have dual-fuel-capable auxiliary engines and the ability to accommodate future installation of an LNG fuel-gas system.

The Master Under Attack –What is the Legal Position?, the debate will discuss the problems Masters face and suggest possible solutions.

The problems include:
· Erosion of the Master’s Authority
· Increase of the Master’s responsibility
· The Master as a legal ‘hostage’
· The powerful position of charterers
· The global vulnerability of the Master
· External interference
· Bullying and harassment by authorities in the port
· The demands of modern technology
In de laatste week van oktober vindt er een debat plaats over de vraag of de positie van de kapitein door allerlei oorzaken momenteel ondermijnd is/wordt. Een interessant vraagstelling waarbij bijvoorbeeld sommigen het gevoel hebben dat ook nieuwe regelgeving zoals het ISM en SMS, onder het mom van verhoogde veiligheid, hieraan bijdraagt. Er wordt ook wel gesproken over castratie van de bevoegdheden van een kapitein.

Wat ik niet terugvind in het rijtje van discussiepunten is de nodige bescherming die een hedendaagse kapitein behoeft om bij commerciële druk van de zijde van de rederij deze zonder consequenties te kunnen weerstaan. Het zal nooit hardop worden gezegd maar er kan subtiel worden aangegeven met bijvoorbeeld de betrokkene het gevoel te geven van 'voor jou tien anderen'. En dan sta je daar met je gezin, studerende kinderen en hypotheek.

Misschien is dit onderwerp een topic waardig, maar ik voel me niet geroepen, dat moet Theo dan maar doen.

Panama Canal to Hold Draw to Select the First Vessel to Transit the Expanded Canal

The Panama Canal will hold a draw on Friday, April 29, to select the first vessel which will transit through the Expanded Canal when it is inaugurated on Sunday, June 26. The draw will take place at the Panama Canal Administration Building and a Notary Public to serve as witness.

The Panama Canal invited its top 15 customers to participate in the draw for the inaugural transit. Of the invited customers, those interested in participating were required to indicate the Neo Panamax vessel's name, type and dimensions that it plans to deploy on the inauguration day of the Expanded Canal. The Executive Vice Presidency for Operations will verify that each vessel complies with the Panama Canal's requirements.

The proposed vessel is required to not surpass a maximum beam of 49 meters and a maximum overall length of 366 meters. In addition, the maximum draft or point of immersion for the inaugural transit will be 12.5 meters. For security purposes, gas carriers will not be considered for the inaugural transit.

The draw will be carried out with ballots labeled with the name of each participant. A child will select the first ballot and hand it to the Public Notary who will announce the winner of the draw. Afterwards, the same child will pick a second ballot for the shipping line that will be able to deploy a vessel for the inaugural transit in the event that the winner informs the Panama Canal by May 10 that it will not be able to deploy an approved vessel for the inauguration.

In the event that an invited customer declines participation, the Panama Canal may send an invitation to the customer on the ranking list, up to the customer with a weighted ranking value of less than 16, according to the customer ranking used for bookings as of April 2016.

The winner will incur in all costs associated with the transit, including booking fees and other marine services, which will be charged in accordance with Panama Canal published tariffs.

Only one Neo Panamax vessel in southbound direction will be allowed to transit the Expanded Canal for its inauguration during daylight hours. Regular commercial transits through the Expanded Canal will commence on June 27.

The event will be streaming live on the Panama Canal's YouTube channel.

Posh Secures Additional US$167.5mln long-term charters for 8 vessels with a Middle Eastern National Oil Company

Offshore marine services provider, PACC Offshore Services Holdings Ltd. (POSH) yesterday announced that it has been awarded long term charters for eight offshore supply vessels with combined value of approximately US$167.5 million by a Middle Eastern National Oil Company.

The Group will supply eight Anchor-Handling, Supply and Safety Standby vessels, of which six will be newbuilds. The vessels, on a firm five-year charter with two one-year extension options, will support the national oil company’s operations at the Arabian Gulf.

The charters will commens progressively following delivery, with vessels to be handed over to the client starting from December 2016.

The contracts awarded are in addition to the earlier 4 newbuilds awarded in February this year.
Chief Executive Officer of POSH, Captain Gerald Seow, said: “We are pleased to have been awarded 8 more vessel contracts in the Middle East. This further validates our strategy to pursue pockets of growth in key markets that exist despite the challenging industry conditions. "We will continue to differentiate ourselves and focus on maintaining and improving our best-in-class service to our clients across the offshore marine value chain. We are grateful that our client continues to place their trust in us”
These contracts secured are not expected to have material impact on the net tangible assets or earnings per share of the Group for the financial year ending 31 December 2016.
