S. Korea Ferry Incident: South Korea looks to wrap up recovery effort
Recovery teams should try to wrap up their search for bodies from South Korea’s ferry disaster by the weekend, Prime Minister Chung Hong-Won said today, three weeks after the ship sank with hundreds of schoolchildren on board.
With 33 bodies yet to be recovered, the moment is fast arriving when the authorities will have to make a call on stopping the underwater search in order to raise the ferry, which was carrying 476 people when it capsized on April 16. The conditions the recovery teams are working in are extremely challenging, and the death of a diver on Tuesday is likely to fuel debate as to how long the search should continue.
The deciding factor so far has been the sensitivities of the relatives of those still unaccounted for. The coastguard has promised that the giant floating cranes to be used in the salvage operation will only be brought in once all the bodies trapped in the submerged ship have been retrieved. But with some bodies being recovered several kilometres (miles) away from the disaster site over the past week, it is unclear just how many remain trapped and how many may never be recovered.
Speaking at a cabinet meeting, Chung said every effort should be made “to wrap up the search by May 10 to help ease the pain of the families of the missing.” Chung resigned late last month amid mounting public criticism of the government in the wake of the disaster over lax safety standards and inadequate state regulation. His resignation was accepted, but Chung was asked and agreed to remain in his post until the recovery and salvage operation is completed. The prime minister in South Korea is a largely symbolic position with little power, and Chung’s resignation was widely seen as a token sacrifice to assuage public opinion.
If anything, however, the criticism of the government has grown, forcing President Park Geun-Hye, whose previously high poll ratings have been battered by the ferry tragedy fallout, to make two separate apologies. With the recovery of five more bodies since Tuesday, the confirmed death toll stood at 269, with 33 still missing. In a daily briefing, the spokesman for the federal disaster task-force, Ko Myung-Suk, said safety procedures for divers would be strengthened in the wake of Tuesday’s fatality. The 53-year-old diver, who was making his first dive at the scene, was pulled from the water unconscious and taken to hospital where he was pronounced dead.

“Divers who are newly brought in will be given better briefings on the particularities of the work,” Ko said. The 6,825-tonne Sewol was sailing from the western port of Incheon to the southern resort island of Jeju when it suddenly listed sharply to one side, before capsizing and sinking. The passengers included 325 students from the same high school, of whom around 250 are among the dead and missing. Prosecutors have formally arrested or detained four officials from the ferry operator — Chonghaejin Marine Co — as well as the captain and 14 crew members. They face charges related to the fact that the ferry’s cargo weight was way over capacity.

Sewol operator logged most accidents over 5 years
The operator of the ill-fated ferry Sewol registered the largest number of accidents among the country's passenger ship companies over the past five years, government data showed Wednesday.
Despite the poor record, Chonghaejin Marine Co. was spared punitive measures, but rather cited as one of the best ferry operators in the country last year. Chonghaejin owns the 6,825-ton ferry that sank off the southwest coast last month, leaving more than 300 people dead or missing. According to the data compiled by the Ministry of Maritime Affairs and Fisheries, four passenger boats run by Chonghaejin were involved in a total of six accidents between 2009 and 2013, or about 10 percent of the 59 accidents reported during the period.
The data was made public by Rep. Kim Choon-jin of the main opposition New Politics Alliance for Democracy.
Chonghaejin officials as well as its owner family have been under investigation over the deadly sinking of the ferry Sewol on April 16 off South Korea's southwestern island of Jindo. Of the 476 people on board, 269 have been confirmed dead, with 33 remaining unaccounted for. Three weeks before the Sewol's sinking, one of its boats, the Democracy No. 5, collided with a fishing boat in waters off the western port city of Incheon. No casualties were reported among the 141 passengers on board. Investigators said the operator had gone ahead with the voyage despite thick fog.
In 2009, the Democracy No. 5 went adrift for nearly 12 hours due to engine failure. It had been carrying 358 people at the time. In 2011, a power failure caused a 6,322-ton ship, named Ohamana, to stop in the middle of the sea in 2011. After undergoing emergency repair work, the ship with 622 passengers managed to return to Incheon.
Despite its track record, Chonghaejin was one of 18 out of 56 ferry operators in the country most highly rated by customers in a survey by the maritime affairs ministry. Chonghaejin's vessels including Sewol and Ohamana were also all graded as "middle-class" ships in terms of their operations and services, the ministry data showed.
Investigators, meanwhile, said they are looking into what prompted Chonghaejin to try to sell the Sewol a month before the accident took place, along with its twin ship, the Ohamana. A joint investigation team of police and the prosecution has been investigating officials of Chonghaejin Marine Co., and other relevant officials to determine why they put the Sewol and Ohamana on sale in March at the same time via online agencies.
The operator was offering to sell the Sewol for US$16 million and the Ohamana for US$7.5 million. An unidentified buyer from the Philippines expressed an interest in the sale, according to the investigators. "We are looking into suspicions that the management tried to hurriedly sell the two ships upon learning that the old ships had serious problems in maintaining stability," an official said.
In 2012, the firm bought the Japanese-built Sewol and changed its structure to carry more passengers and cargo.
While investigations are under way into what caused the tragedy last month, officials say overloading of cargo and its structural changes could have destabilize the vessel built in 1995. Sewol owner detained, licence to be revoked
South Korea said it would revoke the licence of the company owning the ferry that sank with the loss of around 300 lives last month, as prosecutors prepared manslaughter charges against its chief executive. Kim Han-Sik, head of Chonghaejin Marine Co, was picked up at his home south of Seoul and taken into custody in the southwestern port city of Mokpo. “Kim faces various charges including manslaughter and violating maritime law,” senior prosecutor Yang Jong-Jin said. The charges stem from allegations that Kim was involved in, or turned a blind eye to, the overloading of the Sewol’s cargo consignment — seen as a major contributing factor to its capsize on April 16. Meanwhile the Ministry of Oceans and Fisheries said it planned to close down Chonghaejin’s ferry operations entirely.
In a statement, the ministry said it would begin by revoking the company’s license to operate the route taken by the Sewol from the western port of Incheon to the southern island of Jeju. At the same time it would pressure the owners to give up the licences to its two other routes between the mainland and outlying islands. “The name of Chonghaejin Marine Co will never be allowed to darken the ferry industry again,” a ministry spokesman said. Handcuffed and wearing a cap and surgical mask that hid his face, company head Kim Han-Sik was paraded before TV cameras after he was detained. “I apologise to the victims and the families,” he said. He then refused to answer further questions from reporters, staying silent with his head bowed. The captain of the Sewol ferry has already been arrested along with 14 crew members and four lower-ranking Chonghaejin Marine officials.
The ferry had 476 people on board when it sank after listing sharply to one side and then rolling over. Initial investigations suggest it was carrying up to three times its safe cargo capacity. The confirmed death toll stood at 269 on Thursday, with 35 people still unaccounted for. Ko Myung-Sok, spokesman for the federal disaster force, said operations to recover the remaining bodies had been repeatedly suspended because of conditions at sea, with powerful currents a constant danger for the dive teams. “So far, 24 divers have been treated for injuries and decompression sickness,” Ko said. Families of South Korea ferry dead march on presidential palace

Family members of hundreds of children killed when a ferry sank last month led a sombre march on South Korea's presidential palace in the early hours of Friday, where they demanded to meet President Park Geun-hye. Clutching memorial portraits of their children and brothers and sisters, grieving relatives were prevented by riot police from nearing the palace, and instead sat in the middle of the road where they sobbed, wailed and shouted in anger. "Listen to us, President Park. Just give us ten seconds," one family member said, using a portable address system. "Why are you blocking the way?," said another. "President Park, hear our voices!" Seated on the ground in the middle of the night, they wore beige blankets and huddled in rows on the cold floor. One mother, overcome with grief, quietly sobbed as she stroked a portrait of her dead son. Park's government has faced continued criticism for its handling of the disaster from the families of the ferry victims, when a faster initial response could have saved many more lives.
South Korean prosecutors are seeking the arrest of members of the family that owns the ferry operator, and may also seek the extradition of a son of the reclusive head of the family from the United States, an official said on Thursday.
The Sewol, overloaded and travelling too fast on a turn, capsized and sank about 20 km (12 miles) off the southwest coast on a routine journey from Incheon on the mainland to the southern holiday island of Jeju, killing hundreds of children and teachers on a high school outing. Only 172 people have been rescued of an estimated 476 passengers and crew on board. The confirmed death toll on Friday was 273. Some of the crew, including the captain, were caught on videotape abandoning ship while the children were told numerous times to stay put in their cabins where they awaited further orders. They paid for their obedience with their lives. Heartbreaking new video released by families on the march showed students laughing as they tried, and failed, to scramble up a vertical floor. Earlier footage recovered from the students' mobile phones shows them playing around as the ship started listing, even joking about the sinking of the Titanic, when they had plenty of time to jump overboard. Only two of the vessel's 46 lifeboats were released. The prosecutors' pursuit of a son and a daughter of Yoo Byung-un, the head of the family that owns Chonghaejin Marine, the ferry operator, broadens the criminal investigation into the tragedy. The government has also started the process of stripping the company of its licence to operate ferries. It was not clear whether Yoo Byung-un, who ran the defunct commercial empire that was the precursor to the sprawling business interests that include Chonghaejin, might be called in for questioning. Yoo's son, Hyuck-ki, who is believed to be in the United States, has failed three times to respond to a prosecution summons, an official said. Other aides to Yoo are also believed to be abroad and have ignored summonses. "Since it is an important issue that has drawn public attention, we will do our best (to ensure) their attendance and forcible extradition," said Kim Hoe-jong, second deputy chief prosecutor at Incheon District Prosecution Service. Prosecutors on Thursday arrested several officials of the ferry operator and its affiliates, including Chonghaejin's chief executive, on charges of negligence causing death and the sinking of a vessel. All 15 of the surviving crew members, including the 69-year-old captain, have been arrested and face charges of gross negligence amid accusations they abandoned the vessel without performing emergency escape procedures. Prosecutors have also raided the shipping company's offices and financial regulators are investigating borrowings of the company and of businesses that are part of a wider holding firm. Son Byoung-gi, a lawyer who has spoken for the family previously, did not immediately comment. South Korea, Asia's fourth-largest economy and one of its leading manufacturing and export powerhouses, has developed into one of the world's most technically advanced countries, but faces criticism that regulatory controls have not kept pace. Nearly 450,000 people have paid tribute to the victims at the altar set up near the school many of the children attended. But the number of grieving family members keeping vigil on the island of Jindo, where the search operation is centred, has dwindled as more bodies are found each day.

Kim Han-Sik gestut door helpers. Klik op de foto. Huilie-huilie..... Zelf neemt hij niet zijn verantwoordelijkheid want hij zegt letterlijk: "Executives and employees of our company have committed a grave sin". Hij wist er natuurlijk niets van. Waar heb ik dat meer gehoord....

Investigators Confirm Ownership of Ferry Operator
The operator of the ferry Sewol listed the dubious businessman and cult leader Yoo Byung-eon as its official head a day before the ship sank, investigators have confirmed. Yoo earlier denied any "financial relationship" with ferry operator Chongjaehin Marine. But investigators of the ferry disaster obtained crucial evidence in several raids on the offices of Chonghaejin Marine and other affiliates, as well as the homes of executives.
One piece of evidence is a detailed list of all the company's staff prepared on April 15. It names Yoo as chairman of Chonghaejin Marine with employee number A99001, or employee No. 1 at the company, which was established in 1999. He is listed as having worked there since Feb. 25, 1999, just a day before it opened for business. Prosecutors believe Yoo was paid W10-15 million a month by Chonghaejin Marine in the five years since its establishment (US$1=W1,022). They have also obtained testimony from others that Yoo was directly involved in managing the ferry operator.
Prosecutors are looking into what role Yoo played in the fatal remodeling of the Sewol to carry more passengers and weight. If evidence links him to such acts, Yoo faces charges of manslaughter as well as malpractice. He is already separately under investigation for embezzlement and tax evasion, not for the first time in his checkered career. Meanwhile, investigators on Thursday arrested Chonghaejin Marine CEO Kim Han-sik at his home south of Seoul on charges of manslaughter. Prosecutors also sought arrest warrants for Yoo's son Hyuk-ki (42) and daughter Sum-na (48) as well as two other CEOs of affiliated businesses. The two live overseas, but prosecutors plan to cancel their passports and seek their extradition. Sewol probe expands as victims’ anger boils over
Kim Han-shik, CEO of the sunken Sewol’s operator Chonghaejin Marine Co., was arrested Friday on a string of charges including manslaughter. The joint police-prosecution investigation team suspects that Kim was directly involved in overloading the Sewol, and in developments that led to the ship having structural irregularities.
Along with the investigation into the sinking, that into Yoo Byung-eon, the Sewol’s de facto owner, continued to develop rapidly with Incheon prosecutors raiding more locations linked to him Friday, as they sought to uncover wrongdoings committed by him and his family. The growing list of allegations against the Yoos includes tax evasion, illegal real estate transactions and violating foreign exchange laws when transferring large sums out of the country.
In addition, the investigators are said to be planning to charge Yoo with manslaughter, after finding evidence that he was directly involved in running the Sewol’s operator, Chonghaejin Marine Co. Locations raided on Friday include Moreal Design, an interior design firm, and a consulting firm owned by the Yoos. Moreal Design, headed by Yoo’s daughter Yoo Sum-na, is suspected to have been involved in forming the family’s slush fund. The Yoos are believed to have siphoned off billions of won, mainly through actions disguised as purchases of Yoo’s photographs.
As with Yoo’s second son Yoo Hyeok-gi, Sum-na has so far ignored the prosecution’s summons. The authorities are considering measures including revoking her passport and cooperating with foreign governments to secure her person.
Since the ferry sank off the country’s southwestern coast on April 16, Yoo, a former chairman of the defunct Semo Group, has been found to have control over a network of businesses. Most of the businesses, operated by Yoo’s closest associates and his children, are thought to be involved in criminal activities allegedly carried out by the Yoos.
While the Yoos elude the authorities, actress Jeon Yang-ja was to be questioned Friday over her role as the chief of a Yoo-owned company.
Jeon is a member of the loosely Christian cult founded by members of the Yoo family.
As the authorities continued their investigation, bereaved relatives of Sewol’s casualties marched on the presidential office, demanding to meet with President Park Geun-hye. In her stead, senior presidential secretaries Park Joon-woo and Lee Jung-hyun met the families to hear their demands. However, the families held their position, saying they would not leave without meeting the president. In addition, Kim Si-gon, chief of the news division for state-run broadcaster KBS, resigned over his controversial comments about the Sewol incident. On Sunday Kim made remarks that appeared to downplay the scale of the Sewol incident, inciting widespread public anger. As for the search operation, divers were deployed to recover those who remain missing 23 days after the accident. As of 6 p.m., 31 of the 476 people aboard the ship remained missing. Die gozer zei dat 300 slachtoffers toch echt zoveel niet was als je het vergeleek met het aantal doden dat het verkeer in Zuid-Korea elk jaar eist.

Bagataliseren is een bekende verdedigende tactiek, maar om dat te doen in deze schrijnende situatie is natuurlijk bizar. Ik noemde het al eerder een cowboy mentaliteit maar nu in combinatie met een ethisch defect....

Tjaaa, die gozer heeft dus heel duidelijk geen goede mentor gehad zoals ik vroegaaah :lol:
Toen ik, nu 35 jaar geleden, bij Scheepswerf van Rees weg ging en naar Canada emigreerde werden er een paar toespraakjes gehouden, waaronder een van m'n baas en mentor en later goede vriend Direkteur Dhr, Kees van der W. ( R.I.P.) Hij had een bijzonder gevoel voor humor, naast een hese stem en sloot zijn grappige en komplimenteuze prevelementje af met een " heel goed lesje, dat ik goed in m'n oren heb geknoopt".........

" Ik wens je tesamen met je gezin het allerbeste in Canada en ik ben er van overtuigd dat het je daar goed zal gaan.............en NET voor dat iedereen in de kantine zou gaan klappen.........voegde hij er hees in de microfoon aan toe.........." ALS je af en toe daar je mond eens dicht houdt"

Sinds die tijd schrijf ik bovenaan m'n notitie blokje in belangrijke gesprekken en/of vergaderingen in het Nederlands :

Wat dat " goed gaan betreft" heeft hij dus gelijk gekregen, mede door zijn eigen advies!!! :lol:

South Korean prosecutors on Thursday charged the captain and three crew members of sunken ferry the Sewol with murder for abandoning the ship without even trying to evacuate its 476 passengers
Vandaag is dit bericht verspreid. Ik dacht dat er veel meer aan de hand was dan de genoemde feiten.

De kern van de zaak is volgens mij dat de kapitein verantwoordelijk was voor het feit dat hij willens en wetens het schip zwaar heeft overbeladen en dat hij daarmee zijn passagiers heeft blootgesteld aan een ramp van een dergelijke omvang. Een soort moord met voorbedachte rade. Want eigenlijk kon je erop wachten dat zoiets op enig moment stond te gebeuren.

Dat 'trying to evacuate' klopt weliswaar maar nog veel zwaarder wegend is dat ze in feite verhinderd hebben, door opdracht te geven in de hutten te blijven, dat de passagiers zich konden redden. Zie ook het tragisch lege bovendek met alle reddingsvlotten nog in takt en aanwezig op het filmpje waarin is te zien dat de brugcrew zich in veiligheid brengt.

Dat de kapitein het schip voortijdig heeft verlaten is wel waar maar doet er nauwelijks toe hoewel het op zich moreel en ethisch verwerpelijk maar daar wordt hier en daar genuanceerder over gedacht.
