Tsakos Energy Navigation Announces Strategic Long-Term Employment for Panamax Tankers

Tsakos Energy Navigation Ltd., a leading crude, product and LNG tanker operator, announced charter extensions with a state oil company with profit sharing provisions for four Panamax tankers, with an average duration of 22 months per vessel and minimum gross revenues of $65 million. These fixtures are expected to commence between April and November of 2016 upon expiration of their existing employments and contribute, on an annualized basis, an extra $20m to the Company’s bottom line.

“The extension of these contracts follow our policy to increase TEN’s long-term employment profile as time charter rates have finally started to reflect the strength of the spot market,” Mr. Nikolas Tsakos, President and CEO of TEN commented.

“With an average contract length of 2.7 years for the whole fleet and $1.5 billion in minimum revenues coupled with the ability to benefit from market peaks through our flexible contracts, TEN has further secured its ability to maintain its uninterrupted dividend record going forward which, since its NYSE listing in 2002, has distributed an average of $0.75 per share per annum at a yield of 5.25%. Scorpio’s tanker STI Mythos Joins Bahri’s Fleet

The National Shipping Company of Saudi Arabia (Bahri) has taken delivery of the second of five second hand MRs ships bought in February for USD 166.5 million.

MR ship STI Mythos was delivered and ownership was transferred to Bahri’s subsidiary National Chemical Carriers (NCC) on Tuesday, 29 March 2016 and the ship’s name was changed to NCC Jood.

Bahri said that the financial impact of this ship is expected during the second quarter of 2016.
The first newcomer from the batch, the STI Lexington, joined Bahri’s fleet earlier this month and the ship’s name was changed to NCC Wafa.
The vessels were built in 2014 at Hyundai Mipo Dockyard in South Korea for Scorpio Tankers Inc. The remaining three product tankers, STI Chelsea, STI Olivia and STI Powai, are slated for delivery by 30th June 2016.

Iran Estimates Cost Of Modernizing Its Oil Tankers At $2.5 Billion
Iran projected a $2.5 billion price tag to modernize its fleet of oil tankers, following the lifting of sanctions against Tehran, managing director of Iran’s National Iranian Tanker Company (NITC), Ali Akbar Safaei said Saturday, Iran’s Mehr News Agency reported.

Speaking at an NITC meeting, Safaei said “a five-year strategic plan as well as an investment program has been approved for the new Iranian calendar year (began March 20) which specify NITC's approach in all sectors.”

Iran has a fleet of around 70 tankers but many of them need to be inspected and regain certification to be able to ply international waters again, Reuters reported.

Safaei also said that foreign banks and financial institutions were willing to resume cooperation with NITC, making it the first Iranian company which managed to resolve the problems related to receiving finance from foreign banks immediately after the nuclear sanctions against the country were lifted this year.
The NITC chief also announced that Iranian oil tankers will be lent out to foreign companies.
An Iranian tanker carrying 1 million barrels of crude oil reached Europe for the first time since sanctions were eased against the Islamic Republic, according to reports earlier in March.
Following a landmark agreement signed in July between Iran, the U.S. and five other world powers, Iran has sought to renew business ties with the rest of the world. The agreement required that Iran end its alleged nuclear weapons program in exchange for easing of sanctions.

Reuters reported last month that two Chinese firms were pushing for multi-billion dollar deals with Iran to modernize its shipping fleet and build a high-speed railway.

Bahri secures 1.43 bln riyal Islamic loan for five VLCCs

National Shipping Company of Saudi Arabia (Bahri) said on Sunday it had signed a murabaha facility with Riyad Bank valued at 1.425 billion riyals ($380 million) to finance the construction cost of five very large crude carriers.

The facility lasts for a period of 10 years and six months, and includes a maximum two-year grace period, the firm known as Bahri said in the bourse statement.
A murabaha is a cost-plus-profit arrangement which complies with Islamic finance standards.
The exclusive oil-shipper for Saudi Aramco last year signed a deal to buy five very large crude tankers from ship builders Hyundai Heavy Industries. ($1 = 3.7500 riyals)

Huge oil tanker traffic jam builds at Iraq's Basra port

A traffic jam of nearly 30 large oil tankers has built up outside the Iraqi port of Basra due to loading delays, with some waiting up to three weeks and costing ship operators around $75,000 a day per vessel.
Shippers and port sources said more delays are expected throughout April as the city's facilities struggle to cope with Iraq's soaring crude output.

The problems at Basra, coupled with continuing storage tank shortages in China, have pushed supertanker rates from the Middle East to Asia to unseasonal highs as the delays disrupt future sailing schedules and charterers cover future tonnage requirements.
"The VLCC (very large crude carrier) market is being sustained by a whole pattern of delays and congestion, affecting ports in Basra," said Ralph Leszczynski, head of research at ship broker Banchero Costa in Singapore, adding that there were further delays in China and South Korea.

There are 27 VLCCs and suezmax tankers with a combined capacity of 43 million barrels, waiting off Basra, shipping data on the Reuters Eikon terminal showed, about twice the norm.

The delays are likely to continue throughout April and could only ease in May, said Omar Al Jarah, a surveyor at maritime consultancy Alwan Marine in Sharjah, as the port struggles with the country's rising crude output.

Iraq exported an average of 3.26 million barrels of oil per day (bpd) through its southern terminals in March, up from 3.22 million bpd the previous month and just 2.5 million bpd in 2010.
EIGHT KILOMETER QUEUE
Some of the tankers, which would stretch more than 8 kms (5 miles) if placed end-to-end, have been waiting three weeks to load crude from Basra Oil Terminal, according to ship tracking data and port agents.

Sources said the current waiting time to load Basra heavy crude is 18-19 days, compared with an average time of 5-10 days.
In Baghdad, Iraqi oil ministry spokesman Asim Jihad said the wait is due to bad weather and should not exceed 15 days.

Basra Oil Terminal has seven loading berths but only a single point mooring facility, SPM No. 3, is being used to load Iraqi heavy crude, port agents and brokers said.

Three of the terminal's berths are closed for maintenance, a Singapore-based tanker broker said.
Rough weather is making it difficult for pilot boats to operate which is adding to the delays, Al Jarah said.

As the delays bind tankers outside Basra, rates for very large crude carriers (VLCCs) jumped from around 50 on the Worldscale measure on March 1 to around 90 on April 1, doubling in cost from $37,250 to $74,700 per day, shipping data showed.

The deal is a four year long contract. Sea IT will install a customized solution of its flagship product BlueCORE™, a complete IT system including Wi-Fi on the Maersk Tankers fleet. Navig8 Chemical Tankers enters into Sale and Leaseback Agreements with BCFL for four oil products tankers

Navig8 Chemical Tankers Inc. announced on Thursday (Apr 7) that it has entered into sale and leaseback agreements with Bank of Communications Financial Leasing Co. Ltd ("BCFL") for four IMO2 49,000 DWT Interline coated medium range tankers being built at STX Offshore & Shipbuilding Co., Ltd, Korea ("STX").

The four vessels from STX (together, the "STX Vessels") have contractual delivery dates ranging from end March 2017 to end June 2017.

Under the sale and leaseback agreements, BCFL will provide funding for pre-delivery as well as the delivery instalments for the STX Vessels. The net proceeds from the transaction (after a 12% sellers' credit) will be USD 140,025,600.

The STX Vessels will be delivered to BCFL on their respective deliveries from STX. The Company has entered into 10-year bareboat charters for the STX Vessels, commencing upon their respective deliveries. The Company has purchase options to re-acquire the STX Vessels during the charter period, with the first such option exercisable on the fourth anniversary of each STX Vessel delivery.

Iranian oil tankers free to cross Panama Canal

Iran and Panama have reached agreement on Iranian tanker ships crossing the Panama Canal and to register vessels under Panamanian flag.
In time with the visit to Tehran of Jorge Barakat Pitty, Panama's Minister of Maritime Affairs and Administrator of the Panama Maritime Authority, and conducting final negotiations with Iranian authorities, the agreement has been reached for the Iranian tankers to commute through the Panama Canal using the flag of convenience.

Following a meeting with Jorge Barakat Pitty of Panama, Director of National Iranian Tanker Company (NITC) Ali Akbar Safaei announced the Caribbean littoral state’s readiness to cooperate with Iran in various areas including ship registration, and to allow Iranian merchant ships to fly Panama's flag.
Panama has just three million people and little history of maritime trade yet paradoxically is home to the world's largest fleet of ships.

As of 2009, more than half of the world’s merchant ships were registered with open registries, and the Panama flags accounted for almost 18% of the entire world fleet, in terms of deadweight tonnage.
During sanction year, Iranian tankers had to fly flags of African countries like Tanzania in order to bypass international restrictions as Panama would not cooperate with Iran in this regard.
